Tata Steel has extended its Joint Letter of Intent (JLoI) with the Dutch government and the Province of North Holland by five months to March 1, 2027, giving the parties additional time to resolve outstanding issues related to the company’s Green Steel Project in the Netherlands.
The JLoI was originally signed in September 2025 by Tata Steel, the Dutch Ministry of Economic Affairs and Climate, the Ministry of Infrastructure and Water Management, and the Province of North Holland. The extension is intended to allow further discussions before a final tailor-made agreement and a final investment decision are reached.
Tata Steel said the parties will use the additional period to work towards a realistic approach to the integrated health and decarbonisation project. The shared objective remains sustainable, healthier, cleaner and future-proof steel production at the company’s IJmuiden site, alongside improvements in the surrounding living environment.
Tata Steel Nederland is also examining options for the safe, responsible and controlled closure of its coke and gas plants. The company is working with the Province of North Holland and the country’s Environmental Agency on the issue.
Another matter under discussion is the management of steel slag generated during steel production. Tata Steel Nederland said the Dutch regulatory framework covering the production, storage and transportation of steel slag has become increasingly complex. It is seeking a sustainable and workable solution that can provide greater regulatory certainty for future investment decisions.
The long-term financial and operational viability of the Green Steel Project is also being examined. Discussions include network tariffs and changing regulatory and market conditions, including the European Commission’s revised timetable for phasing out free CO₂ allowances.
As the basic engineering phase approaches completion, Tata Steel Nederland is working on the optimisation and prioritisation of spending and execution for the Green Steel Project in view of the changing circumstances.
The company said agreements of this scale and complexity require further development and consideration before a definitive project timeline can be established. At the same time, Tata Steel Nederland is progressing with its cultural transformation programme and measures to strengthen management, governance and compliance functions.
Several permitting procedures have also been initiated, including those related to the wind barrier, coverages and installations associated with the Green Steel Project. The extended JLoI will remain in place until March 1, 2027, when the parties aim to reach a definitive tailor-made agreement.
