Rail Vikas Nigam Limited (RVNL) has entered into a Memorandum of Understanding (MoU) with the Government of Goa to jointly develop infrastructure projects across the state. The agreement enables RVNL to act as the Project Management Consultant (PMC) or Project Executing Agency (PEA) for projects assigned by the Goa government.

The MoU establishes a framework under which RVNL will provide consultancy, prepare detailed project reports (DPRs), undertake project design and engineering, manage procurement, supervise construction and execute infrastructure projects entrusted by the state. The scope of work will also include project monitoring and other technical support services, depending on the requirements of individual projects.

According to the company, projects covered under the agreement may span sectors such as transportation, roads and highways, bridges, tunnels, ropeways, urban infrastructure, water resources, sewage and drainage systems, buildings, smart city projects and other public infrastructure identified by the Goa government.

RVNL clarified in its regulatory filing that the MoU does not involve any immediate financial commitment or contract value. Individual projects will be awarded separately based on mutual agreement, with specific terms, timelines and financial details to be finalised for each assignment.

The agreement reflects RVNL’s continued expansion beyond its traditional railway business into multi-sector infrastructure development. In recent years, the company has diversified its operations by executing projects in metro rail, highways, ports, urban transport and other civil infrastructure segments across the country.
