The Delhi Cabinet has approved the implementation of the ‘Parivartan’ scheme, paving the way for the replacement of old commercial vehicles with BS-VI-compliant and electric vehicles (EVs). The initiative, backed by the Ministry of Road Transport and Highways (MoRTH), aims to accelerate fleet modernisation, curb vehicular emissions and improve air quality in the National Capital.
Under the scheme, owners of eligible BS-IV and older commercial vehicles, including trucks and buses, will receive a package of incentives to encourage scrapping of ageing vehicles and purchase of cleaner alternatives. The benefits include road tax concessions, waiver of registration fees, scrapping incentives, OEM discounts and support from vehicle manufacturers, making the transition to cleaner vehicles more financially viable.
The Delhi government said the scheme is expected to facilitate the replacement of around 2.07 lakh commercial vehicles operating in the Delhi-NCR region. These include nearly 1.91 lakh trucks and over 16,000 buses, which will gradually be phased out in favour of BS-VI or electric vehicles over the implementation period.
The Cabinet also approved the signing of a Memorandum of Agreement (MoA) with the National Capital Region Planning Board (NCRPB) for implementation of the programme. The scheme has an overall financial outlay of ₹9,585 crore, with funding support from the Central Government along with contributions through tax concessions by participating states.
According to the Delhi government, the initiative is expected to significantly reduce emissions from the commercial transport sector, improve fuel efficiency and promote the adoption of cleaner mobility solutions. The move also aligns with the capital’s broader strategy to strengthen sustainable transport infrastructure and address air pollution through the phased replacement of older, high-emission vehicles.
