The Andhra Pradesh government is planning to leverage the Centre’s Urban Challenge Fund (UCF) to mobilise around ₹19,900 crore for infrastructure development across the state’s 123 urban local bodies (ULBs). The initiative is aimed at accelerating urban infrastructure creation through a combination of central assistance, state funding and market-linked financing.
The Urban Challenge Fund was approved by the Union Cabinet with a total corpus of ₹1 lakh crore and is designed to catalyse nearly ₹4 lakh crore of urban infrastructure investment over the next five years. Under the framework, central assistance can cover up to 25 per cent of eligible project costs, while at least 50 per cent of the financing has to be mobilised through market sources such as municipal bonds, bank loans and public-private partnerships.
Andhra Pradesh’s proposed investment programme will cover its network of municipal corporations, municipalities and nagar panchayats. The state intends to use the fund to support projects aimed at improving urban infrastructure and services, while also strengthening the financial capacity and bankability of its urban local bodies.
The UCF focuses on three broad areas cities as growth hubs, creative redevelopment of cities, and water and sanitation infrastructure. Projects are selected through a challenge-based mechanism, with emphasis on transformative impact, sustainability, reforms, improved urban governance and operational efficiency.
The financing model is expected to encourage Andhra Pradesh’s urban bodies to access institutional and market-based funding rather than relying solely on traditional government grants. Municipal bonds, bank financing and PPPs are among the mechanisms envisaged under the Centre’s framework, with private-sector participation also being encouraged.
The proposed ₹19,900-crore programme comes as Andhra Pradesh seeks to strengthen infrastructure across its urban centres and create a more integrated network of cities capable of supporting industrial growth, investment and improved public services. The initiative could also help smaller urban bodies gain greater access to long-term infrastructure financing.
With 123 urban local bodies, Andhra Pradesh has a broad urban network through which the proposed investment can be distributed across different categories of cities and towns. The move aligns with the Centre’s broader shift towards market-linked, reform-driven and outcome-oriented urban infrastructure development, with the Urban Challenge Fund intended to make cities more resilient, productive, inclusive and climate-responsive.
