In a first-of-its-kind initiative, the National Highways Authority of India (NHAI) has issued provisional performance ratings for consultancy firms involved in preparing Detailed Project Reports (DPRs) for national highway projects.

The initial assessment places Chaitanya Project Consultancy, Pentacle Consultant, L&T Infrastructure Engineering, MSV International Technology, and Transys Consulting among the highest-performing firms. The evaluation covers a total of 56 consultants and is based on a comprehensive 100-point scoring framework. Scores in the current round ranged from a high of 80.75 to a low of 23.33, reflecting significant variation in performance levels.

NHAI has clarified that the ratings are provisional and subject to review. Consulting firms have been given an opportunity to submit representations along with supporting documentation if they believe their scores warrant revision. Once finalised, the ratings will directly influence eligibility and preference for future DPR-related assignments.

According to officials, the evaluation was carried out using pre-approved criteria and clearly defined assessment parameters. The primary objective is to enhance transparency, improve the technical quality of DPRs, and ensure greater uniformity in consultancy standards across highway projects. Over time, the institutionalisation of this rating mechanism is expected to encourage stronger technical scrutiny and better compliance with design norms.

The move comes amid growing concerns over deficiencies in highway planning. In multiple instances, shortcomings in DPRs such as inadequate field surveys, substandard geometric design, and improper drainage planning have been identified as contributing factors to unsafe road conditions, accidents, and, in some cases, loss of life.

By linking consultant performance to future contract opportunities, NHAI aims to address these systemic issues at the project planning stage itself. Officials believe that higher-quality DPRs will translate into safer highways, reduced cost overruns, and more efficient project execution.

The performance rating framework is also seen as a step towards professionalising highway consultancy services, ensuring that the design and development of India’s expanding national highway network is led by consistently competent and accountable firms.
