The Centre has proposed making energy star ratings mandatory for large commercial and residential buildings as part of a revised framework aimed at improving energy efficiency in the construction sector. The proposal has been included in the draft Energy Conservation (Buildings) Code, which has been placed in the public domain for stakeholder feedback.

Under the proposed framework, large buildings exceeding the prescribed connected load or contract demand would be required to obtain an Energy Performance Star Rating based on their actual energy consumption. The ratings are intended to provide a standardised measure of a building’s energy efficiency and encourage developers and building owners to adopt energy-saving technologies.

The draft also introduces stricter norms for the design, construction and operation of buildings, covering aspects such as building envelope performance, lighting systems, air-conditioning, ventilation, electrical installations and the integration of renewable energy solutions. The objective is to reduce overall energy consumption while improving the environmental performance of new buildings.

The proposal is aligned with India’s broader climate and sustainability goals, as the building sector accounts for a significant share of the country’s electricity consumption. By promoting energy-efficient construction practices, the government aims to lower carbon emissions, reduce operating costs and enhance resource efficiency across commercial and residential infrastructure.

Once finalised, the revised code is expected to provide a uniform framework for energy-efficient building design and operation across the country. The government has invited comments and suggestions from stakeholders before the new regulations are notified.
