The Odisha government has initiated the land acquisition process for IndianOil’s proposed mega petrochemical complex at Paradip, marking a key milestone in the implementation of one of the country’s largest petrochemical investments. The process has commenced with the launch of the mandatory Social Impact Assessment (SIA) for acquiring private land required for the project.
The Revenue and Disaster Management Department has issued a notification for the acquisition of 219.617 acres of private land at Badakantakandha village under Erasama tehsil in Odisha’s Jagatsinghpur district. The parcel forms part of the nearly 2,200 acres required for the integrated petrochemical complex, which will be developed adjacent to IndianOil’s existing Paradip Refinery. The land acquisition process will be carried out through the Odisha Industrial Infrastructure Development Corporation (IDCO).
A proposed investment of ₹61,077 crore, the Paradip Petrochemical Complex will be anchored by a 1.5 million tonnes per annum (MTPA) dual-feed naphtha cracker, along with multiple downstream petrochemical units and a proposed Paradip Plastic Park. The project is expected to manufacture products such as polypropylene (PP), high-density polyethylene (HDPE), linear low-density polyethylene (LLDPE), polyvinyl chloride (PVC), phenol, isopropyl alcohol (IPA) and butadiene, catering to industries including plastics, pharmaceuticals, agrochemicals, packaging and paints.
Officials said the Social Impact Assessment, a statutory requirement under the land acquisition process, is expected to be completed within four months. Once land acquisition and statutory approvals are in place, construction of the integrated complex is expected to begin. The project is expected to reduce India’s dependence on petrochemical imports, attract downstream manufacturing investments and generate significant direct and indirect employment while positioning Paradip as a major petrochemical manufacturing hub.
