The Madras High Court has declined to entertain petitions challenging the construction of a multi-storey residential project near the ecologically sensitive Pallikaranai marshland in Chennai, a portion of which has been designated as a Ramsar wetland site of international importance.

A division bench comprising Chief Justice Manindra Mohan Shrivastava and Justice G Arul Murugan observed that issues relating to wetlands, including the Pallikaranai marsh, are already under consideration before the Supreme Court. The bench stated that it would not conduct parallel proceedings and advised the petitioners to seek appropriate relief from the apex court.

The petitions questioned the planning and environmental approvals granted for a residential development at Perumbakkam, alleging that permissions were issued in violation of the Wetlands (Conservation and Management) Rules. The petitioners contended that construction activity should not be allowed within the core Ramsar site or within its designated zone of influence, which is intended to safeguard the wetland’s fragile ecosystem.

The Pallikaranai marsh is considered one of Chennai’s most significant natural ecosystems, serving as a habitat for diverse flora and fauna while functioning as a critical flood buffer for the city. Environmental groups have long argued that only a portion of the original wetland area is currently under formal protection, calling for stricter enforcement and comprehensive conservation measures.

Earlier proceedings in the matter had included interim directions and requests for detailed reports from state authorities regarding wetland demarcation, including satellite-based mapping of the marsh boundaries. The Supreme Court is presently examining broader issues concerning the delineation of the Ramsar site and the permissible extent of development in adjoining areas.

With the High Court declining to hear the fresh pleas, the matter will now proceed in accordance with directions from the Supreme Court, which continues to oversee questions related to wetland protection and land use in the Pallikaranai region.
