Larsen & Toubro’s (L&T) Energy Hydrocarbon Onshore business has entered into a six-year Engineering, Procurement and Construction (EPC) Framework Agreement with Petroleum Development Oman (PDO), strengthening the company’s long-standing presence in Oman’s oil and gas sector. The agreement places L&T among a select group of contractors eligible to participate in PDO’s upcoming engineering and EPC projects over the contract period.
Unlike a conventional project award, the framework agreement does not carry a fixed contract value. Instead, it enables L&T to bid for multiple projects that PDO will tender during the six-year period, covering engineering, procurement, construction and commissioning activities across the onshore hydrocarbon value chain.
The partnership is expected to reinforce L&T’s position in one of the Middle East’s key energy markets, where it has executed several refinery, gas processing, petrochemical and pipeline projects over the years. The company said it will leverage its engineering expertise and project execution capabilities while supporting PDO’s objectives of developing local supply chains and enhancing In-Country Value (ICV) through greater participation of Omani businesses and workforce.
The agreement provides long-term visibility for L&T’s hydrocarbon business by creating opportunities to compete for future EPC assignments as PDO advances its capital investment programme. It also aligns with Oman’s continued investments in expanding and modernising its energy infrastructure under the country’s long-term economic development strategy.
