India, Seychelles Sign 19 Agreements to Strengthen Strategic Partnership Across Key Sectors

India and Seychelles signed 19 agreements and announced several new initiatives aimed at deepening their strategic partnership across defence, maritime security, digital payments, healthcare, space, education, agriculture, and development cooperation during Prime Minister Narendra Modi’s State Visit to the island nation. The agreements were finalised following delegation-level talks between Prime Minister Modi and Seychelles President Patrick Herminie.

A key outcome of the visit was the signing of an extradition treaty to strengthen cooperation in tackling transnational crime. The two countries also agreed to collaborate on the peaceful exploration and use of outer space, while India will support the rollout of the Unified Payments Interface (UPI) in Seychelles to promote digital financial inclusion. In addition, both sides signed an umbrella Line of Credit agreement through the Export-Import Bank of India and agreed to begin preliminary work for the development of a new Seychelles National Hospital.

The agreements also cover cooperation in diplomatic training, agriculture and allied sectors, recognition of Indian seafarers’ certificates, the supply of affordable medicines under the Jan Aushadhi initiative, and capacity building across multiple sectors. Together, these initiatives are expected to enhance institutional collaboration while expanding India’s development partnership with Seychelles.

Addressing a joint press interaction, Prime Minister Modi described the Indian Ocean as a “shared home” and said its security, prosperity and sustainability are a collective responsibility. He reaffirmed India’s commitment to supporting Seychelles through the MAHASAGAR (Mutual and Holistic Advancement for Security and Growth Across Regions) vision and announced that both countries would expand cooperation in emerging areas such as the blue economy, renewable energy, green hydrogen and climate resilience.

The visit also coincided with the 50th anniversary of diplomatic relations between India and Seychelles, underscoring the longstanding partnership between the two nations. With the latest agreements, both countries aim to deepen cooperation in strategic, economic and technological domains while reinforcing maritime security and sustainable development in the Indian Ocean region.
