Across the Indian industry, we are seeing a new understanding of what constitutes a well-run supply chain. Traditionally, resilience meant sticking to reliable delivery timelines and keeping costs in check. Now, it also requires demonstrable proof to regulators, buyers, and investors that every piece of the supplier ecosystem can endure scrutiny, both environmental and reputational. Responsible sourcing has shifted from being just a talking point for sustainability teams to a pressing priority for boards, especially evident in the packaging sector. Decisions that once focused mainly on cost, durability, and shelf appeal are now guided by a crucial question: what happens to this material after it leaves the warehouse?

With India generating close to four million tonnes of plastic waste every year, this question can no longer be ignored. It now rests firmly on the procurement desk, transforming packaging into a real-world test of how sustainable supply chains can be established. Biodegradable materials have emerged as a practical solution; unlike broad net-zero commitments that may take decades to fulfill, changing packaging materials is a sourcing decision that businesses can act on much sooner. This sense of immediacy is precisely why forward-thinking procurement teams view biodegradable packaging not merely as a compliance requirement but as evidence of how resilient and responsible their supplier ecosystems are.

Regulation Is Rewriting the Sourcing Playbook

The most clear-cut indication is in the area of policy. The Plastic Waste Management (Amendment) Rules, 2026 have kept the step-by-step Extended Producer Responsibility system but have made it apply to a wider range of cases. The requirement regarding the use of recycled content for rigid plastic packaging has been set at 30 per cent and will increase to 60 per cent by 2028-29, and for the first time rigid packaging is also subject to mandatory reuse targets. More important for procurement teams, the 2026 amendment has brought raw material suppliers, such as resin and pellet manufacturers, within the scope of EPR, so that accountability is spread throughout the whole value chain rather than being left only with the brand owner.

If you take into account the requirements for on-pack labelling and QR-code disclosure that came into effect in July 2025, together with the fines that can amount to lakhs of rupees for each breach, it is obvious that the choice of packaging material is no longer a decision made at the end of the process. It is from the very beginning a sourcing decision carrying legal and financial implications.

Why the Market Is Moving Now

The shift cannot be maintained merely by regulation since the economic factors are also working in favour of it. The market for biodegradable packaging in India is expected to increase from about ₹16.6 billion (USD 16.63 billion) in 2024 to USD 28.11 billion by 2033, and the country’s early-stage bioplastics sector is forecast to grow at nearly 19-20 per cent annually through 2033 thanks to more stringent EPR rules which offer compliant materials lower long-term compliance costs. What started with bagasse plates and cornstarch cutlery has now diversified rapidly: mycelium packaging, seaweed-based films, and areca-leaf products are moving from pilot lines to mainstream export catalogues, especially for premium and internationally oriented brands.

India’s Natural Sourcing Advantage

India is in a special position to take the lead in this transition, not just due to policy support. Large-scale supplies of sugarcane bagasse, corn, cassava, and bamboo are available and can be processed using the existing infrastructure in the regions around the country that currently handle sugar and agricultural processing. This gives Indian suppliers a real cost and availability advantage when compared to materials imported from more distant places, and it also provides a second, less widely discussed advantage: higher rural incomes.

Just as the cultivation of energy crops has led to the creation of new sources of income for farmers in the biofuel economy, so too does the use of agri-residue for packaging provide a comparable opportunity by turning what was previously considered field waste into a marketable product. Programs offered through Start-up India and MSME support have already enabled smaller manufacturers of biopolymers and molded fibre to expand their production and obtain working capital, thus strengthening the domestic supply base that large companies can now draw on directly instead of having to rely on imports.

From Claims to Verified Sourcing

The one real risk in this transition is that “biodegradable” becomes a marketing word before it becomes a verified sourcing standard. Not all materials marketed as biodegradable compost under real-world conditions, and procurement teams are increasingly expected to ask harder questions of suppliers than the label on a purchase order once required.

Certification is where this gets resolved. Standards such as ISO 17088 and ISO 17899, alongside IS 14534:2023 for recycled plastics, give buyers a verifiable basis for supplier claims, and the 2026 rules formalise this further by introducing Registered Environment Auditors who can independently verify recycled-content and compliance data. For procurement organisations managing dozens or hundreds of packaging vendors, this is exactly the kind of structured, documentable requirement that digital procurement platforms are built to enforce, tracking supplier certifications, auditing compliance status, and flagging claims that do not hold up, well before a shipment leaves the dock.

The Gaps That Still Need Closing

None of this is to suggest the transition is frictionless. Certified biodegradable inputs still carry a cost premium over conventional plastic in several categories. Verification infrastructure, particularly around plastic credits and recycled-content claims, remains a work in progress. And India’s vast informal recycling sector, which handles a significant share of the country’s plastic waste, is still being integrated into the formal EPR value chain in a way that captures its capacity rather than displacing it.

These are not reasons to wait. They are reasons for procurement teams to build sourcing relationships now, with suppliers who can demonstrate certified capacity and consistent quality, rather than scrambling to find compliant vendors once targets tighten further, as they are scheduled to do through 2028-29.

Responsible Sourcing as Competitive Advantage

Packaging sustainability is no longer a differentiator reserved for premium brands with sustainability budgets to spare. It is becoming a baseline expectation, backed by regulation, rewarded by markets, and increasingly demanded by the buyers at the other end of every B2B transaction. Businesses that treat biodegradable material sourcing as a strategic procurement decision today, backed by verified certifications and reliable domestic supply, will be the ones setting the terms of trade tomorrow, rather than reacting to them.

The direction of travel is no longer in question. What will separate the businesses that lead this shift from those still catching up is how deliberately, and how responsibly, they build the sourcing relationships to get there.
