Phase 2 of the Gurugram Metro project is facing significant delays due to unresolved issues over the proposed Cyber City station on the Regional Rapid Transit System (RRTS) corridor. Planning and route alignment between Cyber City and Hero Honda Chowk remain on hold, impacting the project’s timeline and overall infrastructure goals for the city.
What’s Causing the Delay?
The National Capital Region Transport Corporation (NCRTC) has not yet finalized the exact location for the Cyber City RRTS station, creating a bottleneck for the Gurugram Metro Rail Limited (GMRL). Seamless integration between the RRTS and Metro systems is crucial for smooth passenger movement in Gurugram’s key commercial hubs, including Cyber City.
Coordination Challenges Among Agencies
A high-level committee formed by the Haryana government is overseeing coordination between multiple stakeholders including:
- GMRL (Gurugram Metro Rail Limited)
- GMDA (Gurugram Metropolitan Development Authority)
- HSIIDC (Haryana State Industrial and Infrastructure Development Corporation)
- NCRTC (National Capital Region Transport Corporation)
While NCRTC favors a location near Shankar Chowk on NH-8, other authorities have suggested alternative sites closer to Cyber Hub and the Institute of Pesticide Formulation Technology (IPFT). However, these locations fall under central government jurisdiction, requiring additional clearances and causing further delays.
Impact on Metro Phase 2
Without a confirmed RRTS station location:
- GMRL cannot finalize the metro alignment
- Land acquisition is on hold
- Civil construction tenders cannot be issued
Phase 2 is critical for enhancing east-west connectivity and reducing traffic congestion in Gurugram, but the project now remains in limbo.
Progress on Metro Phase 1 Continues
In contrast, Phase 1 of the Gurugram Metro—from Millennium City Centre to Sector 9, including a spur to Dwarka Expressway—is progressing independently. Civil construction tenders are expected soon, with work likely to begin in the coming months.

The Haryana government has urged all parties to reach a consensus urgently. The high-level committee is expected to submit its recommendations in the coming weeks.
