The Gujarat government has unveiled the Shipbuilding and Repair Policy 2026, outlining an ambitious roadmap to strengthen the state’s maritime manufacturing ecosystem and position Gujarat as India’s leading shipbuilding hub. The policy is expected to attract investments exceeding ₹27,000 crore while significantly expanding the state’s shipbuilding capacity.
A key feature of the policy is the development of two Integrated Mega Shipbuilding Parks (IMSPs), designed to house shipyards, marine equipment manufacturing units, testing and research facilities, logistics infrastructure and skill development centres within integrated maritime industrial clusters. The initiative aims to raise Gujarat’s shipbuilding capacity to over 50 lakh deadweight tonnage (DWT) and create a globally competitive ecosystem for shipbuilding and repair.
The policy complements the Centre’s approval of a mega greenfield shipbuilding cluster at Kuchhadi in Porbandar district. The project is expected to attract around ₹23,700 crore in private investment for shipyards, while nearly ₹3,300 crore will be invested in common marine and land-based infrastructure with support from the Centre and the state government. Planned infrastructure includes breakwaters, dredging facilities, navigation channels, heavy-lift equipment, roads, power and water supply systems.
To encourage private participation, the policy offers a range of fiscal and non-fiscal incentives, including capital assistance, interest subvention, reimbursement of stamp duty, dredging support, incentives for marine equipment manufacturing clusters, electricity and water tariff assistance, and benefits for projects commissioned within prescribed timelines. It also proposes a single-window clearance mechanism and a dedicated grievance redressal system to facilitate faster project approvals and implementation.
According to the state government, the policy is aligned with Maritime Vision 2047, the Shipbuilding Financial Assistance Scheme and the Aatmanirbhar Bharat initiative. Besides attracting investment, it aims to develop a robust ancillary manufacturing base and provide skill development and capacity-building training to more than five lakh people, supporting long-term growth in India’s maritime sector.
