The Central Government has approved three director-level appointments in the Ministries of Cooperation and Steel, alongside the premature repatriation of Padam Lal Negi, Joint Secretary and Financial Adviser in the Ministry of Civil Aviation, to his parent cadre.
According to orders issued by the Department of Personnel and Training (DoPT) on October 15, 2026, Thiyagarajan S M, a 2011-batch IAS officer of the Bihar cadre, and Praveen Kumar Tiwari, a 2011-batch Indian Railway Traffic Service (IRTS) officer, have been appointed Directors in the Ministry of Cooperation in Delhi. Saurabh, a 2012-batch Indian Defence Accounts Service (IDAS) officer, has been appointed Director in the Ministry of Steel.
Thiyagarajan S M has been appointed for five years from the date he assumes charge or until further orders, whichever is earlier. Tiwari’s combined deputation tenure has been fixed at five years, up to January 29, 2029, covering his existing ex-cadre deputation and tenure under the Central Staffing Scheme.
Saurabh’s appointment in the Ministry of Steel carries a tenure of five years from the date he assumes charge or until further orders, whichever is earlier. The Department of Defence recommended him for central deputation.
The concerned authorities have been directed to relieve the three officers of their current responsibilities so they can take up their new assignments. Under the applicable Central Staffing Scheme provisions, officers are required to join their new posts within three weeks of the issuance of the appointment order. Failure to meet the deadline may lead to debarment proceedings under the scheme.
In a separate decision, the competent authority has approved the premature repatriation of Padam Lal Negi, an IDAS officer of the 1992 batch, from his current position as Joint Secretary and Financial Adviser in the Ministry of Civil Aviation. His return to his parent cadre will take effect from October 30, 2026, on personal grounds.
