Dubai-based energy trading group ANVI Global has signed a Memorandum of Understanding (MoU) with the Goa government to invest approximately Rs 5,000 crore in an LPG import and storage terminal at Mormugao Port. The project aims to strengthen India’s cooking gas supply chain, diversify import sources and reduce dependence on LPG shipments routed through the Middle East. The agreement was signed during the Vibrant Goa Global Business Summit 2026 in the presence of Chief Minister Pramod Sawant.
The proposed facility will be developed in two phases and include a dedicated LPG berth, storage infrastructure and a pipeline connecting the terminal to the port. Under the first phase, the terminal will have a storage capacity of approximately 65,000 tonnes, equivalent to eight to nine months of Goa’s current LPG consumption. This will include a dedicated emergency reserve of at least 7,500 tonnes, sufficient to meet 30 days of demand, with releases controlled by the state government.
At full capacity, the terminal is expected to handle approximately three million tonnes of LPG annually, serving Goa and markets in Karnataka and Maharashtra. ANVI also plans to facilitate direct LPG imports from the US Gulf Coast and other markets outside the Gulf region. The company estimates that sourcing supplies through this alternative route could provide a 10-15% landed-cost advantage over Middle Eastern imports, while reducing exposure to geopolitical disruptions around the Strait of Hormuz.
The project is expected to generate around 2,450 direct, indirect and induced jobs once operational, with at least 80% of permanent direct positions reserved for Goans. A proposed Goa Institute of LPG and LNG Technology will also train up to 500 people annually for employment in the energy sector.
The MoU is non-binding, and the project remains subject to land allocation, detailed studies and statutory approvals. Construction of the first phase is expected to take 30-36 months after the necessary approvals, while the final investment and implementation schedule will be determined through a detailed project report.
