The Odisha government has approved 27 major industrial projects involving a cumulative investment of ₹2,47,115.70 crore across 15 districts, with the projects expected to generate 50,162 employment opportunities.
The proposals were cleared at the 46th meeting of the High-Level Clearance Authority (HLCA), chaired by Chief Minister Mohan Charan Majhi. The approved investments span data centres and artificial intelligence, power and energy, steel, semiconductors, green energy, lab-grown diamonds, healthcare, chemicals, textiles, shipbuilding and advanced manufacturing.
The IT, IT-enabled services and data-centre segment accounts for the largest share of the approved investment, with four projects involving around ₹1,42,941 crore. High Density Datacentre Ltd has proposed an integrated data centre in Khurda with an investment of ₹1.05 lakh crore, while HCL Technologies will invest ₹14,257 crore in an AI-optimised data centre.
Sentraforge AI has proposed a ₹22,634 crore investment in an AI data centre and global capability centre in Puri. RKD Construction will invest another ₹1,500 crore in a data centre in Cuttack.
The power and renewable energy sector accounts for ₹54,287.70 crore across four projects. NLC India has proposed a 3,200 MW thermal power plant in Deogarh with an investment of ₹34,764 crore and a 1,080 MW plant in Angul at a cost of ₹11,604 crore. Two pumped-storage projects in Rayagada and Koraput will involve a combined investment of ₹7,920 crore.
Steel and downstream industries remain another major component of the investment pipeline. Rungta Mines has proposed a ₹9,000 crore expansion in Sundargarh, while Shakambhari Ispat and Power will set up an integrated steel plant with an investment of ₹5,000 crore. Together, two major steel projects in Sundargarh account for ₹14,000 crore.
The approvals also include semiconductor and advanced technology investments. SiCSem has proposed a ₹2,078 crore silicon carbide wafer and gallium nitride facility, while Aare Solar will establish a battery energy-storage assembly plant in Nuapada with an investment of ₹1,050 crore.
Larsen & Toubro has received approval for several projects in Ganjam, including a ₹5,000 crore green-energy equipment and advanced manufacturing project, a ₹2,100 crore integrated advanced fabrication and manufacturing complex and a ₹1,000 crore shipbuilding and ship-repair complex.
Other major approvals include Adani Foundation’s proposed 1,000-bed multi-super-speciality hospital in Khurda, involving an investment of ₹2,150 crore, and Tata Steel’s ₹3,329 crore iron-ore grinding unit and slurry pipeline project in Jajpur. Five lab-grown diamond projects proposed in Khurda and Ganjam together account for ₹10,680 crore.
The latest approvals represent a broad geographical and sectoral spread of investments across Odisha. The projects are expected to expand industrial activity beyond established clusters while creating new capacity in digital infrastructure, energy, manufacturing and other emerging sectors.
