Ceigall India Limited, through a 74:26 joint venture with Sushee Infra Mining Limited (SIML), has secured four Letters of Acceptance from the Ministry of Road Transport and Highways (MoRTH) for road construction projects in Arunachal Pradesh, with a combined bid value of ₹2,149.62 crore. The awards cover sections of NH-913, also known as the Frontier Highway.

The four projects will be executed under the Engineering, Procurement and Construction (EPC) mode and are aimed at strengthening road connectivity in Arunachal Pradesh. The Frontier Highway is strategically important for improving access across the state’s challenging mountainous terrain and strengthening connectivity in India’s northeastern region. Under the joint-venture arrangement, Ceigall India holds a 74% stake, while Sushee Infra Mining holds the remaining 26%. This structure gives Ceigall the majority participation in the projects while combining the capabilities of both companies for execution in a technically demanding geography.

The contracts are part of a broader push to develop the NH-913 Frontier Highway, which is being constructed in multiple packages across Arunachal Pradesh. The highway is expected to improve connectivity between remote areas while supporting the movement of people, goods and essential services across the state.

The projects are particularly significant because road construction in Arunachal Pradesh involves complex engineering conditions, including steep terrain, difficult geological conditions, heavy rainfall and limited access to construction sites. Successful execution will therefore require careful planning, specialised construction capabilities and strong project-management systems.

For Ceigall India, the latest awards strengthen its position in the roads and highways EPC segment and add substantial value to its project pipeline. The company has been expanding its presence in highway development through both EPC and hybrid annuity projects, with the northeastern region emerging as an important area of opportunity.

The company’s growing exposure to Arunachal Pradesh also follows other Frontier Highway developments. In July, its JV with Sushee Infra Mining emerged as the lowest bidder for a ₹704.70 crore NH-913 project, covering the Lada–Sarli section, further demonstrating the company’s increasing involvement in the state’s highway programme.

The ₹2,149.62-crore order package also highlights the continuing scale of public investment in northeastern connectivity. Improved road infrastructure is expected to support regional economic activity, tourism, logistics and access to markets, while also strengthening connectivity to strategically important areas.

For the wider infrastructure sector, the awards underline the continuing opportunities available to EPC companies through India’s highway expansion programme. Projects in geographically challenging states such as Arunachal Pradesh are likely to remain important as the government focuses on improving last-mile connectivity and strategic road networks.

With four MoRTH contracts now secured, the Ceigall-SIML joint venture has added a sizeable new project pipeline in Arunachal Pradesh. The focus will now shift towards mobilisation, construction and timely execution of the Frontier Highway packages, where terrain and logistics will be key determinants of project performance.
